Creation of the "Talent-Profession Médicale et de la Pharmacie" residence permit

A new article, L. 421-13-1, will be added to the CESEDA, following the adoption of the bill "pour contrôler l’immigration, améliorer l’intégration" by the Commission Mixte Paritaire on December 19, 2023.

This will introduce a new provision for foreign healthcare professionals.

Foreigners benefiting from a:

• an assignment decision, an attestation for temporary practice or an authorization to practice in the medical field;
• who hold a job among the professions mentioned in the Code de la Santé Publique, and;
• who meet a salary threshold set by decree by the Conseil d'Etat,

will now be eligible for a multiannual "talent-medical and pharmacy professions" card, valid for a maximum of four years.

However, this unique opportunity is not granted without certain conditions, as beneficiaries will be required to sign the charter of the values of the Republic and the principle of secularism.

This new measure reflects France's commitment to attracting and retaining foreign talent in the medical and pharmaceutical fields, while respecting the fundamental values of the Republic.
